Driving while using a mobile phone why don't the police do more?

I ride a motorbike in London I have a Garmin sat nav and Scala bluetooth headset so I can make a receive calls totally hands free (lot of money) - why can't these people I see as I ride alongside spend £20 on a headset?

I know they don't see me as their right hand is holding the phone up to their ear obstructing their right field of vision I also see people texting as I can see the phone in their lap as they do so and of course they drifting across the lane they are in. I do get some satisfaction seeing them drop the phone as they see the Hi Viz jacket in panic but wonder why the police don't have a few officers on bikes with headcams? At a fine of £1000 a pop they should pay for themselves in no time.

Education doesn't seem to work. Any other ideas?

Dunno, they should up the penalty to that of drink driving, which affects the driver to a similar level, even on a hands free kit.
Get caught on the phone while driving a car, year's ban and a big fine, no arguments.

Personally I'd make it mandatory for cars to be fitted with a jamming device which prevents their use while the car is moving with only the driver on board, the technology to do that exists and isn't expensive.
